上海国际经济技术合作协会（Shanghai Association of International Economic & Technological Cooperation）（简称上海外经协会），成立于1994年。主要由上海市从事国际经济技术合作业务（包括对外承包工程、设计咨询、对外劳务合作、对外直接投资等）的企业组成的市级行业协会。成员还包括支持国际经济合作的金融机构以及在业内具有知名度的国际同行和成套设备制造企业。协会的行业主管单位为上海市商务委员会。

Shanghai Association of International Economic & Technological Cooperation (hereinafter referred to as “SAIETC”) was established in 1994. It is a municipal-level industry association mainly composed of enterprises in Shanghai that are engaged in international economic and technological cooperation business (including contracting of overseas projects, design consulting, foreign labor cooperation, and foreign direct investment, etc.). Its members also include financial institutions that support international economic cooperation and well-known international peers and complete equipment manufacturers in the industry. Its superior administrative unit is Shanghai Municipal Commission of Commerce.

一、协会宗旨与主要职能

I. SAIETC’s objective and main functions

协会旨在推动企业与政府，企业与企业间的沟通与联系，促进上海市国际经济技术合作事业的发展。遵守中华人民共和国宪法、法律法规、贯彻国家有关方针政策，维护社会道德风尚，保护业内公平竞争和正常经营秩序。

SAIETC intends to facilitate the communication and contact between enterprises and the government and among enterprises and promote the development of international economic and technological cooperation in Shanghai. It abides by the Constitution and laws and regulations of the People’s Republic of China, implement the state’s relevant guidelines and policies, maintain social morality, and protect the fair competition and normal business order in the industry.

协会通过构筑国际经济领域交流与合作平台、外经业务信息服务平台、外经人才培训平台、政策法律咨询平台、行业规范协调平台和政府与企业沟通平台推进上海企业对外经济技术合作。

SAIETC drives the foreign economic and technological cooperation of enterprises in Shanghai by establishing an international economic exchange and cooperation platform, a foreign economic business information service platform, a foreign economic personnel training platform, a policy and legal consulting platform, an industry norm coordination platform and a government-enterprise communication platform.

中外承包商合作专业委员会

Committee for Cooperation Between Chinese and Foreign Contractors

该委员会是中外承包商交流合作的平台，其宗旨是促进中外承包商加强交流与合作，共同开拓国际和国内工程承包市场。主要职能是为会员单位提供政策法律咨询，组织技术、信息交流，介绍合作项目和伙伴、开展行业培训，举办专业展览等。

The Committee is a platform for the exchange and cooperation between Chinese and foreign contractors. It is intended to promote the exchange and cooperation between Chinese and foreign contractors so that they can jointly develop the international and domestic project contracting markets. Its main functions include providing policy and legal consulting services for members, organizing technology and information exchange, introducing cooperation projects and partners, carrying out industry training, and holding professional exhibitions.

Foreign Labor Service (Advanced Study) Cooperation Committee

对外劳务(研修)合作专业委员会是促进中外人力资源交流与合作的专业性组织。

The Foreign Labor Service (Advanced Study) Cooperation Committee is a professional organization engaged in promoting the exchange and cooperation between Chinese and foreign human resources.

服务范围：提供国家有关对外劳务合作的方针、政策和国外有关业务法规的咨询服务；组织业内从业人员进行相关业务和专业培训；通过市场调研、商务联络，为企业提供国际劳务市场信息服务；通过促进企业之间交流，研究解决在开拓业务中遇到的难题，并加强企业间的联系与协作，达到共同开拓国际市场的目的；进行行业协调，市场规范。

Scope of services: to provide consulting services on China’s guidelines and policies related to foreign labor service cooperation and relevant foreign business laws and regulations; to organize practitioners in the industry to receive relevant business and professional training; to provide international labor service market information services for enterprises through market research and business liaison; to make a study of and solve the problems encountered by enterprises in the course of developing business by promoting the communication between enterprises, and strengthen the contact and cooperation between enterprises to achieve the goal of jointly developing the international market; to carry out industry coordination and market standardization.

上海市外派劳务考试中心

Shanghai Center for the Examination of Workers Sent Abroad

根据商务部下发的《外派劳务培训管理办法》，切实提高劳务人员的素质，进一步强调经营公司对劳务人员的培训，上海市商务委委托协会组建了“外派劳务考试中心”，为全市外派劳务人员提供培训后的考试工作，检测各经营公司的培训质量，提高劳务人员综合素质，为进一步开拓国际劳务市场做出贡献。每年对参加并通过考试人员发放了《中华人民共和国外派劳务（研修生）培训合格证》。

 According to the Measures for the Administration of Training for Workers Sent Abroad issued by the Ministry of Commerce, in order to effectively improve the quality of workers and further emphasize operating companies’ training of workers, Shanghai Municipal Commission of Commerce has authorized SAIETC to set up establish a “Center for the Examination of Workers Sent Abroad”, which will provide post-training examinations for workers to be sent abroad in the city, test the training quality of each operating company, improve the comprehensive quality of workers, and make contribution to further developing the international labor service market. The Center issues a P. R. China Certificate of Conformity in the Training for Workers Sent Abroad (Research Students) every year to those who have participated in and passed the examination.

外经协会现有会员企业逾170家，覆盖了本市主要的工程设计咨询、施工、成套设备制造企业集团，及从事对外劳务合作的公司。

Currently, SAIETC has more than 170 members, mainly engineering design consulting, construction, complete equipment manufacturing enterprises and groups and foreign labor service cooperation companies in the city.

本会从事工程和设计的企业超过100家，实力雄厚，经验丰富，能够承建工业和民用建筑、水利电力工程、交通运输设施、石化工程、电子通讯工程、污水和环保工程等各类项目；具备较强的工程咨询、勘测、设计和施工能力，能够提供成套设备、安装调试、生产管理和技术转让，拥有承担各种规模的工程总承包（EPC）项目和投资类（BT、BOT、PPP）项目能力和业绩。目前，本会工程承包与设计咨询会员企业的业务已遍布世界100多个国家和地区，有多家会员企业先后进入国际250家最大承包商行列。

More than 100 members are engaged in engineering and design, with strong strength and rich experience. They can undertake various projects, including industrial and civil construction, water conservancy and power engineering, transportation facility, petrochemical engineering, electronic communication engineering, sewage and environmental protection engineering projects, with strong engineering consulting, reconnaissance, design and construction capabilities. They can provide complete equipment and installation, debugging, production management and technology transfer services. They have the capability to undertaken various general contracting projects (EPC) and investment projects (BT, BOT, PPP) and have implemented many projects. So far, the project contracting and design consulting members of the Association have expanded their business in more than 100 countries and regions in the world. A number of members have ranked among top 250 contractors in the world.

本会从事外派劳务业务企业严格按照国家政策法规，诚信经营，坚持以人为本，加强国内外管理，努力提高服务水平，得到了劳务人员和海外雇主的认可，建立了广泛的业务渠道。劳务外派行业涵盖建筑工程、服装加工、电子装配、机械加工、远洋船员等诸多领域，可以向海外派遣各种技能的劳务（研修）人员和海员、渔工。外派地区分布日趋多元化，包括日本、新加坡、韩国、俄罗斯、阿联酋、刚果等全球100多个国家和地区。

The SAIETC’s members engaged in overseas labor service always run business in strict accordance with national policies and regulations and in good faith. Being people-oriented, they strengthen domestic and foreign business management and strive to improve their service level. Thus they have been highly praised by workers and overseas employers and have established a wide range of business channels. The labor dispatch industry covers many fields, e.g. construction engineering, garment processing, electronic assembly, machining, oceangoing seamen. Workers (advanced study personnel) with various skills, seamen and fishermen may be sent abroad. The destinations of such workers are increasingly diversified, including more than 100 countries and regions around the world, e.g. Japan, Singapore, ROK, Russia, the United Arab Emirates, and Congo.

四、协会信息服务平台

IV. SAIETC’s information service platforms

协会以微信公众号“上海外经协会”、网站“走出去”信息服务平台（ofdi.sww.sh.gov.cn）和会刊《外经广角》为窗口，向会员单位提供与“走出去”相关的政策法规、行业动态、国际工程与劳务市场研究、海外投资等方面的信息服务。同时协会通过运营管理上海市对外劳务合作服务平台（laowu.sww.sh.gov.cn）为企业提供国际人才交流、“走出去”人才培训等服务内容，支持企业开拓国际市场。

SAIETC provides members with information services related to “going global” policies and regulations, industry trends, international engineering, labor service market research, overseas investment through its WeChat Official Account “SAIETC”, “going global” information service platform (ofdi.sww.sh.gov.cn) and its journal SAIETC Panorama. Meanwhile, by operating and managing Shanghai Foreign Labor Cooperation Service Platform (laowu.sww.sh.gov.cn), SAIETC provides enterprises with international talent exchange, “going global” talent training and other services to support them to develop the international market.

协会会刊《外经广角》创办于2003年7月5日，每月编发1-2期，是政府与外经企业之间的一座桥梁。传递政府部门有关外经事业的重要政策、法规，提供国际承包工程和对外劳务、国际投资领域的最新市场和项目信息。

Established on July 5, 2003, SAIETC’s journal SAIETC Panorama is published once or twice per month. It is a bridge between the government and international economic and technological enterprises, passing on government departments’ important policies and regulations related to f international economic and technological undertakings and providing the latest market and project information in the fields of international projects, foreign labor services and international investment.

协会网站“走出去”信息服务平台（ofdi.sww.sh.gov.cn）于2012年2月建成开通。是中国省级第一个独立系统的“走出去”信息服务平台，主要针对各类对外经济合作主体提供对外投资、对外承包工程、对外劳务合作、对外援助等方面的权威、及时、集约、有效的公共信息。网站设有综合新闻、国际工程市场、国际劳务市场、海外投资指南、行业动态、推荐文章、政策法规、“走出去”安全提示等板块，助力上海“走出去”企业在更大范围、更广领域、更高层次参与国际经济技术合作与竞争。

SAIETC’s “going global” information service platform (ofdi.sww.sh.gov.cn) was completed and put into operation in February 2012. As the first independent “going global” information service platform at the provincial level in China, it mainly provides foreign economic cooperation entities with authoritative, timely, intensive and effective public information on foreign investment, foreign projects, foreign labor cooperation and foreign aids. With such sections as comprehensive news, international engineering market, international labor service market, overseas investment guide, industry trends, recommended articles, policies and regulations, and safety tips for “going global”, the website is intended to help enterprises which go global from Shanghai participate in international economic and technological cooperation and competition in a wider range and more fields and at a higher level.

上海市对外劳务合作服务平台（laowu.sww.sh.gov.cn）于2012年12月建成开通。该平台是经上海市商务委员会批准，中国商务部备案的上海市唯一的对外劳务合作服务平台。平台承担上海市对外劳务合作促进、保障、规范和管理为一体的公共服务职能，凡是上海市从事外派劳务的企业均纳入平台的服务与管理范围。劳务人员出境务工须通过该平台报名确认，经培训考核，由上海市具备对外劳务合作经营资质的企业选派出境务工。

Shanghai Foreign Labor Cooperation Service Platform (laowu.sww.sh.gov.cn) was completed and put into operation in December 2012. The platform is the only foreign labor cooperation service platform in Shanghai that was approved by Shanghai Municipal Commission of Commerce and registered by the Ministry of Commerce of PRC. It is responsible for public services related to promoting, protecting, standardizing and managing foreign labor cooperation in Shanghai. All Shanghai enterprises engaged in overseas labor services will be served and managed by the platform. Workers intending to work abroad must submit an application for confirmation via the platform. After they receive relevant training and pass relevant assessment, they will be sent abroad for working by a Shanghai enterprise qualified for foreign labor cooperation business.

协会微信公众号“上海外经协会”于2023年9月开通，主要内容包括发布行业相关资讯，宣传国家和上海对外经济合作政策，宣传协会和会员企业的各类活动。

SAIETC’s WeChat Official Account “SAIETC” was put into use in September 2023. It is mainly responsible for releasing industry-related information, publicizing the foreign economic cooperation policies of the state and Shanghai, and introducing various activities of SAIETC and its members.

为提高协会信息服务的及时性、广泛性，增强互动交流，网站新近推出Q&A在线咨询平台，每位浏览网站的网友都可以即时与各部门工作人员进行在线交流，并向我们提出改进工作的意见和建议。

In order to make SAIETC’s information services more timely and far-ranging and enhance interaction and communication, the website recently launched a Q&A online consulting platform, where every visitor can communicate with the staff of all departments online on a real-time basis, and put forward opinions and suggestions to improve our work.

Training

随着上海“走出去”事业不断发展壮大，对高层次复合型人才的需求也日益增强，在海外市场面临的法律事务也日益增多。针对企业实际需求，协会与中外机构联手，邀请项目管理、商务谈判、法律咨询以及人力资源等方面的中外专家，定期对从业人员进行工程、劳务等相关业务培训，以帮助企业提高人才素养，提升项目管理能力，灵活运用法律手段在国际市场上有效规避风险，提升企业参与国际市场竞争的能力。

As more and more Shanghai enterprises go global, they have a growing demand for high-level interdisciplinary talents, and they also face more legal affairs in overseas markets. In view of the actual needs of enterprises, SAIETC, together with Chinese and foreign organizations, has invited Chinese and foreign experts in project management, business negotiation, legal consulting and human resources to regularly hold engineering, labor and other related business training for practitioners so as to help enterprises improve personnel quality, enhance their project management ability, flexibly use legal means to effectively avoid risks in the international market, and improve their capacity to participate in international market competition.

为进一步加强企业与政府、金融机构以及企业之间的联系和交流，帮助外经企业经验共享，携手“走出去”，协会不定期举办各类研讨会、企业座谈会、政策宣讲会等。在后疫情时代，国际市场形势剧烈变化，中央和地方政府陆续出台一系列政策应对危机，鼓励企业“走出去”，协会配合政府进行了一系列的政策宣讲，以加大对“走出去”工作的支持力度，帮助企业克服危机带来的不利影响，转“危”为“机”。

In order to further strengthen the liaisons and exchanges between enterprises and the government and financial institutions and among enterprises, and help foreign economic and technological cooperation enterprises share experience and join hands with each other to go global, SAIETC holds various seminars, enterprise symposia, policy information meetings irregularly. In the post-COVID-19 era, the international market situation has changed dramatically. The central and local governments have successively announced a series of policies to deal with the crisis and encourage enterprises to go global. SAIETC has worked with the government to publicize policies frequently so as to offer more support to enterprises on the road of “going global”, help them overcome the adverse impact of the crisis, and turn the crisis into an opportunity.

In order to develop and publicize advanced units emerging in the foreign economic and technological cooperation industry in Shanghai, keep promoting the business growth and system and management innovation of foreign economic and technological cooperation enterprises in Shanghai, improve their international competitiveness, and promote the industry’s harmonious and sustainable development, SAIETC will also hold other activities as needed to promote the common prosperity of Shanghai enterprises which have gone global.
